Once you finish writing it, (when you’re about to add hashtags) you need to click the options thing (usually represented by 3 dots) next to the publish button. Then click “add to publication” and choose the unending tales. All of this must be done on a computer. You can’t submit to publications from a mobile device as far as I know.
