The mother had an expectation from the zoo that it was safe, is she supposed to be such an expert that she can say, my kid might climb that wall and fall in? We are constantly told that when we go to the zoo, wild animal park, disneyland, and other attractions that it is perfectly safe. So in 20/20 hindsight, we can criticize someone who has that expectation that they and their family are safe.
