The Web isn’t uniform

One thing I have heard from some companies that do not have progressively-enhanced web applications is that their product is not targeted towards those who do not have JavaScript enabled or are using bad internet connections, mainly because they feel that they will get more “bang for the buck” by investing in those that have JavaScript-enabled, using the best devices on the best connections because they are likely to be more profitable customers than others. I am not saying I agree with this at all, but it is something I have heard from more than a handful of companies. What do you think about this viewpoint? Is it ok for that to be their viewpoint if it is working for what they are trying to accomplish?
