We need more info about this. First, before judging the gravity of this situation we need to discover the makeup of that 25%. How much of it is, e.g., very young adults (18) in rural environments living apart from their parents or say, retirees in South Carolina that have long ago paid off their house and most other assets and use Medicare for health insurance? Also, how much of the census data is self reported and what studies have been done on the accuracy of that reporting in different populations?
