HTML Semantics are html elements that covey meaning to the web browser as well as the developer. It clearly describes it’s meaning in a human and machine readable way.

Non semantics elements are elements that don’t tell anything about the content they contain, they simply don’t have meaning and are used generally with attributes to convey the meaning of their contents.
