It’s bizarre to me that people find this offensive. Honestly who likes to waste time?!

The best way I’ve found to mitigate the busy-work is to answer, as a team, at every stage of the process “What do we believe the risks are?”. Then the degree of risk can be used as a kind of barometer as to how much outside research would be needed before acting.
