After living in SouthEast Asia for the last 10 years and working in markets such as Indonesia, Vietnam and Philippines what you are trying to do is absolutely amazing. My gut says that these emerging markets will never have a traditional FICO structure setup due to the nuisances and challenges of the ecosystem. In fact I think at this point it would be a moot issue to build a traditional structure for credit scoring as what you are doing is such a better iteration of it.
