Sounds to me like what is trying to happen is the solar providers want to gouge the homeowners.

Gouge homeowners with what? Cheaper electricity prices? Here’s a clue: preventing 3rd party leasing means a homeowner needs to spend the entire amount of outfitting a home with solar on their own. So that’s going to discourage people from doing that. Preventing people from selling electricity to the utility? Also going to discourage people from installing solar due to increasing the effective cost. Sounds to me like some utilities don’t like their monopoly being endangered, and they came up with a solar-friendly sounding amendment to screw over all of us if they can fool enough of the gullible.
