15. Is ICE concerned about liability if Ms. Beltran-Hernandez dies in custody?

I would guess not. Until individual government bureaucrats are held personally responsible and legally liable for the decisions they take, policing will always be the essentially arbitrary process it so often is.

In the meantime, if you have deep enough pockets you can sue the government and, if you live long enough, you may even be awarded a judgement. It will be the taxpayers that compensate you though.
