There is more to it than your article describes though the end product is the same. The Liberal and Social Democrats who control the governments of Europe understand that the uncontrolled influx of hundreds of thousands, potentially millions, of unskilled migrants from mainly Islamic cultures is perceived as an existential threat to their own societies by their voters. The politicians in turn perceive this as an existential threat to their well-paid careers and pensions. The recent rise of what they call the “far right” (which in most cases is no such thing) has got their attention. Not much else could have got them to act to stop the inflow as they have done. More could or should be done but, as you note, the governments affected are stretched to their financial limits. “More resettlement” is not going to happen.
