I would go even further to say that complexity is inevitable when you include people interacting with each other, not just when products grow. Addressing tech/design/product debt try to reduce this over time as you understand what is valuable, but it is still dictated by the strategy that the organization focuses on.

The emergent behavior is hard to determine ahead of time (there is generally no predicable cause and effect), but you can test things and adjust as time goes on. I don’t think there is any other way to operate today.
