Complaint — Health & safety concerns regarding the Telco Services room in the car park

Dear Building Services Manager,
I am a resident of Custom House Square, and wish to make known to you some concerns I have regarding the Telco Services room in the basement car park. See link to a picture of the room: https://twitter.com/chs_update_feed/status/887422701115240449
All panel doors on the telco cabinets are open for allowing dust, dirt and water ingress into same. It would appear that some of the screws or fasteners to secure these are also missing or broken.
There are power strips, which are not secured in place and are hanging down the walls. Also visible are power cables connected to what appear to be junction or repeater boxes for coaxial cables. These appear to be in danger of falling out, and as a consequence, disrupting telecommunications services for businesses and residents.
Also evident is paper inside the white cabinet on the left. I’m sure you will agree that having flammable material in immediate proximity to electrical wiring is likely fire hazard that should be dealt with promptly.
The door of the room is also a metal grill, which does not safely secure the services contained within. A vandal could simple throw water in through the metal grill directly at the services and likely take out some, if not all, of the services in there.
I kindly expect you will share my concerns and endeavour to address them ASAP
