Is there a Chinese Spy State inside our Schools?

The Hill just published an Op-Ed advising all universities and colleges in the US to close Confucius Institutes.

In light of the current concern over China’s activities in the US, the University of New Hampshire’s partnership with the Confucius Institute is worthy of another review and so is the University of New Hampshire’s influence on New Hampshire’s policies in sexual assault and domestic violence investigations and prosecutions. Are they influenced by the university’s relationship with China where due process and free speech are denied?

Consider the Department of Justice’s payments to the University of New Hampshire from February 2009 onwards for “Know Your Power” and “Bystander” training and consider that these led not only to unfair criminal trials, undue influence, denial of due process but also the debacle outlined in “Mr Weber’s Confession” at Phillips Exeter Academy — the framing of a retired teacher for a sexual assault crime his “victim” states he didn’t commit.

The framing of Mr Weber was directly as a result of the Memorandum Of Understanding between Exeter Police/HAVEN (NHCADSV) and the school. That MOU was hailed by Amanda Grady Sexton of the NHCADSV at the time in Seacoast Online. But, as censorship goes, the article quoting her was removed after “Mr Weber’s Confession” was published.

Howard Altschiller of Seacoast Online no doubt had something to do with conveniently removing it for his wife, Debra Altschiller’s (HAVEN) benefit — to avoid scrutiny of a failure of a program. Altschiller and the NHCADSV had lobbied Attorney General Gordon MacDonald for a Grand Jury Criminal Investigation into St Paul’s School which yielded no prosecutions, a secret report and a contract which ended up with six monthly reports from a police/compliance officer.

We have to ask whose interests are any of these serving — a spy foreign government’s or the “Live Free or Die” state of New Hampshire. If the former then who is influencing? Soft peddled influence via the UNH Confucius partnership is the only explanation for the amount of infiltration, control and censorship we see from these groups.

UNH received money from the Department of Justice to, inter alia, come up with propaganda for the “Know Your Power” and “Bystander” training which was then sent back to the White House “Not Alone” task force chaired by Valerie Jarrett. And the White House “Not Alone” task force had a “strategic” partnership with UNH.

2014, when the “Not Alone” task force was formed, is also the year that the US State Department sent Tania Tetlow J.D. (Tulane University) to China. Online videos show that Tania Tetlow taught administrators it didn’t matter if sexual assault investigations were biased. Presumably this mentality was shared with China on her and Michele Obama’s trip to Beijing in 2014. How did that translate back to the US via the Confucius Institute partnerships and what UNH was up to? Propaganda (spreading false rumors) & Censorship (removing inconvenient news articles) — two traits which are distinctly not traditionally associated with America — once called “Land of the Free & Home of the Brave” — but are with China.

“Not Alone” was the follow up to “Dear Colleague” which Vice President Joe Biden introduced at UNH on April 4, 2011 but UPenn, like UNH was susceptible to Communist influence and potentially so was Biden’s Penn Center where classified documents have been found.

Whatever is true or not true about the Hunter Biden Laptop, what should be of concern are the payments he was receiving from China and his possession of the Department of Defense Access Codes — particularly in light of his father’s relationship with UNH and its Prevention Innovation Research Center and Sharyn Potter’s & the NHCADSV’s relationship to the Department of Defense.

UNH’s Prevention Innovation Research Center is tied to the NHCADSV which has a Federal CAGE vendor number for the Department of Defense yet the State of New Hampshire claims that the NHCADSV is a private non-profit and therefore not required to answer to the public. What is the service that the NHCADSV is providing to the Department of Defense that warrants its CAGE number and how is that service being used? Is it being given to UNH? Is it getting into the hands of the Department of Defense and/or the Chinese Government?

Sharyn Potter of UNH used the verdict of NH v Owen Labrie to push “Bystander” training. Not only were her arguments absurd and not based on the actual facts of the trial but with the concern over Chinese infiltration of our intelligence systems it’s time to find out of UNH’s Prevention Innovation Research Center and the NHCADSV is really involved in spy technology and if so, how is this compliant with student data privacy and the bill (HB520) signed into law in 2015 by Governor Maggie Hassan:

An argument to support the theory that UNH and NHCADSV are in fact involved in spyware is that the “Compliance Officer” who was inserted at St Paul’s School as a result of the Grand Jury Criminal Investigation into St Paul’s School and who worked with the NHCADSV and AG’s office, recommended the implementation of a behavior reporting software:

From my understanding, parents were not informed of the software being used and it only became apparent that it had been implemented in a news article regarding the six monthly compliance officer’s review:

“This project exceeds the agreement with the Attorney General’s Office and will undoubtedly have a positive impact on the policies and procedures surrounding sexual misconduct at SPS, which will, in turn, increase confidence in the system,” Sullivan wrote. “The final result should be increased prevention, increased willingness to report, improved response and, ultimately, a positive shift in culture.”

The school is continuing to use Maxient software to collect reports about incidents of misconduct. Sullivan’s document includes a list of 22 safety incident reports that the school received since September 2021, which include reports of current and historic sexual assault, as well as other incidents like drug possession.

Maxient software allows student misconduct to be reported and for it to carry with the student for life (while the NH AG deletes files of corrupt police officers; judges and prosecutors get away with extreme misconduct under “qualified immunity”).

Sharyn Potter at UNH has developed other Mobile App reporting software. Anonymous reporting was recommended for Concord High School in the wake of the Howie Leung investigation (he still has not been prosecuted although the district’s insurance company Primex has paid out $1.5 million in claims that have yet to be proven true).

Prosecutors have not brought any sexual assault charges against Leung in New Hampshire, despite reports that abuses happened in the Granite State, highlighted in initial court documents and a report from an independent investigation of the Concord School District.

Merrimack County Attorney Paul Halvorsen declined to speak about why Leung has not been prosecuted in New Hampshire, citing the ongoing investigation.

Howie Leung has yet to be tried but his arrest allowed a “Howie Leung loophole” law in the meantime:

Imagine how dangerous a behavior reporting software could be in the wrong hands — in the hands of administrators who have an axe to grind with a student, administrators who might have been rejected after making advances to a student.

There have been complaints made about maxient.com software at other educational institutions by seasoned academics and administrators who complain that behavior that is reported erroneously is often left on the site and never corrected, thus harming the future of someone who might be entirely innocent.

When the St Paul’s report mentions “entering an analysis phase” one can only imagine how the private information of students is being used by UNH and possibly China.
