In terms of writing a formal Vision Statement, a technique we like to use, which I think aligns well with your point on inevitability, is to write the statement as though it were already true.

For example, Habitat for Humanity:

A world where everyone has a decent place to live.

If you want to make something feel real, speaking about it in concrete terms like that can help flip the mental switch.
