Culture is something which every organization should figure it out themselves. You may follow some best practices published by the practitioners in the industry but it is mostly an internal process to set up a collaborative culture than throwing any tools on the problem. Tools comes into picture only in automation and in enabling feedback.
One of the biggest mistakes in any DevOps strategy is to embrace a platform that requires the IT stakeholders to change their toolkits or deployment platforms.
