Yes, I heard people at the conference I attended make the same point that you have: that basic income is only basic income if its universal. (Although I’d argue that there’s basic income, and there’s universal basic income). The impetus for creating the pilot was the recognition that welfare in Ontario was *not* working well, because it wasn’t enough to live on. Thanks for your comment.
