Ok I have to comment that the foundation of your argument if flawed. Machine Learning is actually a subset of AI. Therefore by saying the we should wait for the next AI nuclear winter and let things calm down is immaterial. The reason that AI has exploded recently is because of the hardware advancements made. We now have common hardware available that is capable of running these algorithms on consumer grade hardware. I remember the Big Data craze as well. I agree most enterprises were not in a position to capitalize on the craze. The AI craze is different because the hardware is in place and the end goals may be similar between the two the means by which you achieve the desired results are very different.
