I am willing to bet that it takes a lot of infrastructure to manufacture and deliver chemical weapons, in a way that would make it hard for non-governments to do.

Further, having lived in the Middle-East, I am willing to bet that Arab leaders do not operate strictly based on logic but rather are heavily influenced by their emotions. They don’t give a crap what the US says about the use of chemical weapons because they know it will never commit boots on the ground.
