It’s impossible to fully address institutional racism, sexism, and cissexism withouty addressing the behavior of individuals. After all, who is maintaining the institutional superstructure which makes it so much more difficult for marginalized people to live lives of equality to white male, CIS people?

If the people who tell blond jokes, have pictures of the Obamas as monkeys on their computers, or call each other faggots as a slur are able to continue that behavior without some pushback, changing the legal structure will have less power to reshape institutions.
