Someone who is concerned with pretty buttons over user needs, with trends over business needs, and with tools over design rationale is a bad designer, not a UI designer.

UI design isn’t the antithesis of UX, it’s a subset of it. The point of having UI designers as well as designers, researchers and other professionals working on the broader UX is to have people who focus on the implementation details. This doesn’t mean that UI designers shouldn’t have a strong enough understanding of UX to give context to their work.
