Currently AMP is not optimized for 2G and lower (although it does alright there).

AMP is not only about performance, but new experiences of content being integrated into apps (swiping between articles, inline previews). This doesn’t apply to all content, and that is fine. I think the right conclusion is that everyone should consider whether AMP works for them and it is fine to say No, but often the answer will be yes.
