Sure they can — racism is just thinking one race (not even your own, necessarily) is superior to another.

It’s true that an oppressed race can’t usually be *effectively* racist- with the exception of small rebellions that usually provide more blowback than advantage. But racism is a kind of thought, and anyone can do it… including mixed race folks, the oppressed, and the oppressors.
