Yeah, This statement is correct. However, I was referring to incorrectly using a “higher/lower level” coreleaction.

If you take, for an example, the folder directory structure as a simple tree representation(http://korflab.ucdavis.edu/Unix_and_Perl/directory_tree.png) you can clearly see that thing at the lowest level represents the root of other things on higher level. So you should actually say that “CSS” is at the lowest level, and “Media queries “ is one of its childrens, not vice-versa.
