Segment-based rate control of video encoder for live ABR streaming

In ABR streaming, the video content is split into small segments of two to 10 seconds in length. Every video segment is encoded at multiple resolutions and bitrates (renditions) and saved in small media files at the web servers or CDN.

If I’m interpreting this correctly, it sounds like the local machine will be doing a lot more work than it would be for CBR/VBR, so what type of processing power are we talking about in terms of ABR?
