This is just completely false, especially in any iteration of modern Tetris titles. There are small degrees of RNG manipulation, optimal setups, builds and you should definitely be planning several blocks ahead.
The RNG behind what blocks come next has evolved over time and in TGM3 for example, players at the highest level can consistently rank GM. You have complete control over what happens.
