Yes, if you mean “no one except extremely large companies and most of those teams are too small.”

There is no question that the best person to write anything is a writer. Unfortunately, most teams and companies are too small to have specialists (see later in article.) If you are blessed enough to have access to writers, then you should always always always use them. But if I choose between the engineer, PM and designers (the smallest team unit, IMO) I pick the one who talks to users the most. Typically, it’s the designer, but may be the PM.
