on point 3, my experience has been that it’s best to do both; apply immediately and reach out to someone. For jobs with hundreds of applicants, perhaps only the first hundred will even get looked at by hr gatekeepers, so best to be among the first applicants. i.e. within 48 hours of postings. just my thoughts.
