There are two things in play here: First, Russian hackers penetrated some state election systems and gained access to voter registration information. That is useful for credit card fraud, but not useful for rigging an election. The political parties and their candidates have access to that info anyway.

Second is the claim that Wikileaks gained the Podesta and DNC emails from the Russian government. There is no evidence that is true. Nor is there any clear argument as to why the publication of true information somehow invalidates an election result.
