Can someone clarify what it means that a city has met its RHNA allocations in “all categories”? Does that mean that it is meeting these in each and every category, or just combined?

I ask because there are places like Los Altos which has over 1000% allocation for high income, but is pretty dismal elsewhere. This boosts their overall score over 100%. Will streamlining apply here?
