I am not certain there is any framework for supplying to the domestic market. Maybe someone in the agric sector can help with that detail. I doubt however that the domestic market is deregulated. If not the fertiliser companies would have no incentive to export.

I wanted to provide some possible explanation for govt demanding the domestic market is adequately served. Not sure Audu Ogbeh has this background though.
