Your examples and word choices (uncivilized neighborhood, superior in an inferior neighborhood) express your biases . Consider cultural differences. In Navajo culture, for example, men and women are not impressed by people who flaunt their wealth, so this wealthy white woman dressed to the nines would most likely not been seen as sexy. They would not view her wealth, culture, civility as superior.

In a poor neighborhood, a women dressed to the nines and unaware of flaunting her wealth, may receive solicit hostility as her clothes may say she doesn’t care about how she makes others feel.
