So maybe I missed it, but is the prediction that self driving cars lead to better utilization hence the current roads just need to be improved and maintained, or does the ease and cost of self driving cars lure away riders of mass transit such that the roads will always be at capacity during rush hour, assuming rush hour/commutes continue to exist as they do now (who knows…)
