I would say that is valid for the 1-stars only. The main reason for these binary ratings is—as far as I know—that people are lazy. It’s so much easier so say either good or bad rather that to find the perfect level in between.

The second reason is that users who have a very strong feeling of either liking or disliking are much more likely to take the time to rate a product. So people that would go for a 3-star rating doesn’t feel enough in any direction to take the time to rate.
