Maybe it’s not really a matter of intelligence or pragmatic thinking. It’s possible that the type of person that doesn’t carry a u-lock to secure all wheels, saddle, and helmet is just a person who doesn’t want to live a life of fear and is better off not worrying. As opposed to my own constant worry about my bikes being lifted. This is most apparent when the bikes in question are less valuable (not the same as valued), as pointed out by my mechanic friend who travelled to San Francisco and noted that all the bikes were junkers.
