Saw this on my bill at the Sheraton’s Lobby Lounge back in early January.

I suspect that these fees are both:
1) more common at restaurants in chain hotels, and
2) larger at hotel restaurants than at those more likely to be frequented by locals. (The W Hotel’s fee was 6.5%; the fee at the Sheraton was 4%.)

This makes sense, as it really is a convenient way of propagandizing non-locals who are likely to take their distaste for a higher minimum wage back to wherever that fight has yet to be won. It’s also easier to hide from the type of scrutiny that this post is casting.
