Colorado did this before anyone else. Denver was awarded the 1976 Winter games in 1970, but voters in Denver voted down a $5 million bond to fund the games in 1972. Denver relinquished its bid and the games moved to Innsbruck, Austria instead. Voters in Colorado didn’t want to lose money, though it seems like a trivial amount now, and Colorado moved on. the state has tried for the games a few times since and has been denied by the USOC even though their training facility is in Colorado Springs.
