General Paul Kagame addressed the nation on the Coronavirus on March 27, 2020. In other words, Kagame waited for 2 months and 27 days to address the nation about the pandemic which initially stuck Wuhan, a city in Eastern China, on December 31, 2019. By the time Kagame finally addressed the nation, 54 Rwandans were already infected by Covid19. The Kagame 5:38 minute speech was empty rhetoric – three key questions were left unanswered. 1) What exactly is the scaled-up health spending to fight the Coronavirus pandemic? 2) What exactly is the relief to Rwandans who are under total lockdown? 3) What exactly is the scaled-up spending to support the hard-hit economic sectors such as hospitality sector? Rwandans remain in the dark.
