By coincidence, General Paul Kagame and Gerald Prunier, the French scholar have been talking about one another. At the 2019 Leadership Retreat, Kagame quoted Prunier in the context of Seth Sendashonga’s assassination in 1998. While boasting that he was not apologetic for this killing, Kagame said that Prunier has seen Sendashonga in the company of Ugandan generals plotting against Rwanda. Three months prior to the 2019 Leadership Retreat, Prunier traced Kagame through the environment that shaped Kagame into a ruthless criminal with a strategic mind he used to charm the world.
