High Resolution Voxel Cadastral Surveying

One advantage of ocean based infrastructure is the homogeneity of the underlying substrate. You can draw perfectly straight lines in the middle of the ocean and not have to worry about any rivers, mountains, swamps or coast lines getting in your way.

Divide up the volume above and below the surface of the ocean into 1.2m x 1.2m x 1.2m voxels (volume pixels) that are centred upon your existing Homecube floating infrastructure. Each voxel has a digital twin where people bid on the free market to lease them out for a year. You can bid on each voxel individually or multiple voxels at once. All bids are transparent and for a given voxel occur during a set fortnight interval once a year. I’m assuming that voxel bids throughout the structure are not staggered but logistically it probably works better if they are staggered. The staggering of bidding times can be manipulated by offering slightly longer or shorter lease durations. There is a minimum time between making a bid and winning a bid of say thirty minutes. This is to prevent last minute bids from winning automatically. For a given set of proposed bids there is realistically going to be only one set of bids that maximises the revenue generated and that is bid group which wins^. This revenue can be an alternative to taxes for raising collective community funds.

When a lease transfers ownership the previous owner must remove everything from the voxel including the Homecube walls unless an agreement can be made for the new owner to purchase it (which is likely to happen most of the time). This means lease owners must internalise the cost of any damage or hazards that they have created during the duration of their lease. This is only possible due to the modularity and quick assembly times of Homecube structures.

^ It is technically possible that two bid groups generate exactly the same revenue but that would almost never happen in reality and ties could be broken by rewarding the bidding group that on average bid earlier.
