You are right Giulio and this is very dangerous considering how much people take decisions only reading a ten words claim (elections, vaccinations, immigration, Bitcoin,...). But there’s not that much difference with legacy news paper with the main title printed outside the shop that people read passing by on the street. The main difference is the reach that social media have and the interactions people have in the comments.. (the former legacy bar meetings on Sunday morning in small country villages).

I also think that the kind of media impacts this habit. For example I’m more kind to share without reading on Twitter rather than LinkedIn.

Coming to the Design side, you’re right checking actual readings adds some friction to sharing and as said in a previous comment this is bad for publishers, but what if the user is paid back giving her a specific reward? This will build up both a reputation for power users and for the articles themselves, if they will show both metrics:

shared with no brain (no reading)

shared with passion (reading)

And this can be profiled, analyzed and monetized by the publisher, also producing a positive network effect.
