The result of implementing a policy like this will be to so energize the opponents of license-plate readers that they will succeed in getting many jurisdictions either to ban them entirely or refuse to install/fund them. I think the end result of such a policy will be to curtail the use of this tool for legitimate law-enforcement purposes — counterproductive overreaching.
