Visual work starts by taking the planning output and using information architecture, sketches to build wire frame layouts. In some cases user testing can start here by creating interactive high level UX prototypes

This reads like the (light on UX) process we have used in the past for projects without proper UX testing (where we want to go). Ideally user testing should be part of the wireframing process, using interactive prototypes where layout and UX is validated before we start artwork.
