I was agreeing with the line of this story up to this point. Debate, as I understand it, is a wide ranging examination of the positions. Not debate as in the televised squabbles between Parliamentary or Presidential candidates, but debate as in interrogation of fundamental concepts and issues. In the case of the EU referendum this only happened after the fact.
