Unfortunately I’m not sure that culture shift can happen in many places. I have been the subject of similar motorist behavior for over 30 years. I have seen very little positive shift in motorist behavior over that time, despite significant urbanization in my community and the addition of bike lanes and awareness programs. To me this is very disappointing. If motorists would realize that by peaceful coexistence with cyclists they could improve their own driving experience by reducing motorized traffic, it would benefit all of us. By the same token, there are cyclists out there who must learn to abide by the same rules of the road.
