Thank you for the links. I have checked the data, and please forgive my reservations on how you were able to arrive to those analyses based on the data you showed:
- On the DepEd stat, I cannot verify it myself because as you said, it is no longer available online. Was the dropout rate broken down into cities? I am looking at a 2013 factsheet also from your link and it only shows the rate at a national level. Furthermore, were you able to interpolate the values based on your 2007 and 2008–2013 data in that fact sheet to justify your trend curve to justify the extrapolated values you obtained? What was the margin of error?
- On the data of DOH on the deaths by illnesses, I was able to see the data you were pertaining to, but then again, the percentage rate the data has shown does not factor in the population density of each city, and thus, an apple-to-apple comparison cannot be made as of this time. The density can explain why other cities have easier access to medical facilities. The 100,000 people of Bacolod city, for example, are closer to medical facilities than the 100,000 people of Davao city. Shouldn’t we be considering the population density, and the density of hospitals/medical centers geographically as well, to arrive to that analysis?
- On the data of DOH on the deaths due to assault and murder, shouldn’t we also consider the population density? If loosely calculated, Canada will turn out to have 3 deaths due to homicide per week (values based on Google only). And for the sake of argumentum ad absurdum, what is our baseline for “safe” and “not safe”?
In my opinion, considering the geographic factors of Davao city, including all its risk factors (terrorist attacks, proximity to civil war) it may not be sound to compare its performance relative to other cities that do not experience similar risk factors as measure of efficiency/effectiveness of governance, because it is not logical to assume ceteris paribus for all provinces. Maybe it would be better to compare what the statistics were before Duterte assumed office and after he has stayed.
