Google is wildly inconsistent and unreliable, and different divisions in Google don’t dogfood each other’s products or share a common vision. This is why stuff like this happens.
Google has been a huge proponent of PWAs and then they go ahead and do this. I think they know O will have single digit adoption for months (maybe all of 2017) and there’s telling when there’ll be a new mobile toolkit from Google or what shiny new thing they’ll recommend (like AMP).
The new design language they have is terrible and basically contradicts their own Material Design, in a cheap attempt to copy iOS circular icons, which is the last thing any Android user wants.
It almost seems like product decisions at Google are made by whoever the popular PM that month happens to be.
