No one is trying to do away with voter ids. The law in question would restrict acceptable ids to a few types, which can be very difficult for many people (say you love 60 miles from the only office you get the id from). If more reasonable forms of id are valid to vote with, more people can vote legally more easily. But Texas doesn’t want to make it easy to vote legally, because low turnout elections are historically good for Republicans, so voter suppression is the name of their game.
