It’s not inconceivable that children from economically disadvantaged parents commit a higher number of offenses. I would actually be surprised if it wasn’t so.
To what degree the higher incidence of suspension constitutes “bias” or “injustice” can only be assessed after controlling for variables besides race, like income or family background. It could well be that there is bias, but the data presented here doesn’t, in and of itself, allow that conclusion.
