It’s only “straightforward and simple” if you ignore the huge gray area, for example when assessing where to draw the line, what behavior is abusive and what is unavoidable whenever humans work together in a team. It’s not like there is a standard that everyone could agree on.

And even if there was, to find out what exactly happened is complicated in and of itself. Nobody wants to fire someone unjustly, or if there is serious doubt about what happened.

Plus, every firing has financial consequences for the company, which may or may not outweigh the financial harm caused by bullying. It is by no means sure that firing someone is always the most economical solution.
