Parks and Recreation Update Report Including Events, Conservation Futures, Property Maintenance Program — Tony Tipton, Director, Parks and Recreation Services

Parks Impact Fee Report — Tony Tipton, Director, Parks and Recreation Services

This is the culmination of work conducted by a stakeholder group brought together to make recommendation to the Council on Park Impact Fees. Impact fees are charged to development for the cost of the system improvements necessary to accommodate growth. Staff had recommended an increase last year from woefully inadequate fees established two decades ago. The Master Builders Association didn’t feel their concerns had been heard so we delayed implementation until the workgroup could meet and make recommendations.

The recommendations will include a phased increase in impact fees along with a number of reforms to ensure funds are well spent and investments are properly maintained. I’ve also asked that they ensure fees collected in the Gig Harbor and Key Peninsula Metro Park Districts be returned to those districts.

Proposal No. 2016–46, An Ordinance of the Pierce County Council Relating to Pierce Conservation District; Approving a System of Rates and Charges for the Pierce Conservation District for Collection in 2017–2026, Pursuant to Chapter 89.08 Revised Code of Washington; Authorizing the Executive to Enter into an Interlocal Agreement with the Conservation District; and Adopting Findings of Fact.

The Conservation District is an important non-regulatory body that serves a number of functions, working with local landowners and public agencies to conserve natural resources. They’re particularly known for their efforts around sustainable agriculture and water quality.
